The Security Council decided in 2005 to establish the United Nations Mission in the Sudan (UNMIS) to support implementation of the Comprehensive Peace Agreement signed by the Government of Sudan and the Sudan People's Liberation Movement/Army on 9 January 2005 and to perform certain functions relating to humanitarian assistance, and protection and promotion of human rights.
Through UNMIS Human Rights, OHCHR supports the implementation of the missions mandate in the field of human rights.
The Government of Sudan will be encouraged to ratify international human rights treaties and assisted in meeting its reporting obligations. Priority will also be given to maximize the consistency between Sudan 's international human rights obligations and its domestic laws and policies.
Technical and advisory support will be provided to develop the capacity of the National Human Rights Commission and other institutions to promote and protect human rights.
Governmental and non-governmental monitoring capacity will be supported. Special focus will be given to rule of law related activities to ensure a fair and effective justice system and a strong human rights culture within the law enforcement authorities. The monitoring of the performance of the national justice system in protecting human rights will inform capacity-building strategies. In this regard, UNMIS Human Rights will closely work with the UNMIS Rule of Law Unit and other UN actors.
The development of civil society organizations in the field of human rights will be strongly supported. Technical cooperation projects will be continued to strengthen the capacity of Sudanese civil society.
UNMIS Human Rights will coordinate human rights training activities carried out by UN actors within an overall human rights promotion strategy, and implement those where it can best provide the appropriate expertise. It will work with those responsible for assisting the security sector reform to ensure that human rights training and expertise on vetting is available to them.
UNMIS Human Rights will work closely with the gender and child protection advisers to ensure that the gender and child rights dimensions are fully integrated into their work. Special programmes will be initiated to combat violence against women. Special focus will also be given to ensure that the full participation of women in the electoral processes is encouraged and ensured. Human rights of internally displaced persons (IDP) and returnees will also be monitored and activities will be carried out to ensure that their human rights are protected. UNMIS Human Rights will work with other UN humanitarian agencies in this regard.
