Human Rights Adviser in Honduras


In 2010 a senior Human Rights Adviser (HRA) was deployed to Honduras, after a request was received by the Honduran government for closer engagement with OHCHR.
The Advisor’s main priorities include:

  • strengthening Government institutions working on human rights issues through the provision of technical assistance;
  • providing support to build a stronger human rights culture in Honduras
  • providing support to the design and implementation of the National Human Rights Action Plan, as well as through support provided to civil society actors and Government authorities on the promotion and protection of human rights in alignment with international standards; and
  • ensuring the inclusion of a human rights based approach in the work of the UN Country Team and the international community.

The thematic priorities of the Human Rights Adviser are: widening the democratic space; countering discrimination; combating impunity, strengthening accountability and the rule of law; early warning and protection of human rights in the context of conflict, violence and insecurity; strengthening the effectiveness of international human rights mechanisms and the progressive development on international human rights law.


The Human Rights Advisor has been working closely with the Minister for Justice and Human Rights, the Human Rights Unit of the Attorney General’s Office, the National Mechanism for the Prevention of Torture, the Ministry for Security, the Ministry for Foreign Affairs, as well as with different Commissions set up by the Government to reform citizen security and the prison system.

The Advisor works within the United Nations Country Team to promote international human rights standards as the basis for the work of the UN and assists the UN Country Team in integrating human rights into programming; as well as builds the capacity of the UN Country Team, national authorities, and civil society with regards to human rights instruments and standards. The Human Rights Advisor also supports national authorities in complying with their reporting obligations under the Universal Periodic Review and Treaty Bodies, and in following up and implementing their recommendations.
