The Beirut Office will provide technical advice to governments in the field of human rights with regard to, inter alia, the ratification of human rights treaties; encourage States to establish national human rights institutions (NHRIs) or accord more independence to the existing institutions; undertake training courses to judges, lawyers, and law enforcement officials; continue working with NGOs on capacity building and protection projects; and strengthen relationships with the UNCTs.
Human rights publications in Arabic will be distributed on a regular basis to governments, Parliaments, NHRIs, NGOs, including bar associations and universities.
The Beirut Office will cooperate with the UN human rights mechanisms, including treaty bodies and and special procedures mandate holders. It will also assist in organizing the visits of various Special Procedures to the region, as might be requested by these Procedures. Analytical papers on human rights trends at the regional and country levels will be issued.
Technical advice will be given to governments for the review of national legislation in light of international standards. The Office will also design training modules on human rights and popular participation in coordination with NGOs, municipal councils, law enforcement officials and the media. It will further assist governments and NGOs to develop National Plans of Action on Human Rights.
In collaboration with the International Labour Organization (ILO) and United Nations Children’s Fund (UNICEF), the Beirut Office will conduct seminars on human rights and migrant workers and trafficking in persons. Government officials (e.g. from ministries of labour, interior and justice) will be the key target of such seminars.
The Beirut Regional Office will take part in setting-up human rights priorities in the respective countries through the processes of the Common Country Assessment (CCA) and the United Nations Development Assistance Framework (UNDAF), in collaboration with UN Country Teams. It will also assist in conducting training modules to the United Nations staff, especially the staff of the United Nations Economic and Social Commission for Western Asia (ESCWA), on human rights-based approach and gender mainstreaming.
The Office will give technical advice with regard to the monitoring the implementation of the Arab Charter on Human Rights that was adopted by the League of Arab States (LAS) in 2004 and has been ratified by some States.
