Draft General Comment article 9 - Call for Comments
Draft General Comment on Article 9 of the International Covenant on Civil and Political Rights – Right to liberty and Security of Person and freedom from arbitrary arrest and detention.
Call for Comments:
In March 2014, during its 110th session, the Human Rights Committee finalised its first reading of draft General Comment on article 9 of the Covenant and invites all interested stakeholders to comment on the Committee’s Draft (see below).
The Committee had commenced the process of drafting the General Comment with a half day of general discussion during the 106th session, on 25 October 2012. The event was focused on the views of National Human Rights Institutions(NHRIs), Non-Governmental Organisations (NGOs), academia and submissions provided for the purposes of that discussion can be found at the following link (http://www.ohchr.org/EN/HRBodies/CCPR/Pages/GConArticle9.aspx). During its 107th session, the Committee commenced its first reading of the draft and completed its review at the 110th session.
All stakeholders, including Member States, other UN and regional human rights mechanisms, UN organisations or specialised agencies, National Human Rights Institution, Non-Governmental Organisations (NGOs), research institutions, and academics are invited to provide their comments in writing to email@example.com and firstname.lastname@example.org
- be submitted in one of the languages of the Secretariat - in English, French or Spanish and;
- be submitted in WORD format;
- submissions will be posted on this webpage and it is not necessary to provide hard copies
- submissions will not be translated
Comments must be submitted by 1 June 2014. To facilitate the work of the Committee, this deadline will be strictly applied. No submissions received after this deadline will be posted on the webpage.
