Information Note on Accreditation to attend session of Treaty Bodies
All observers, including non-governmental organizations (NGOs) and national human rights institutions (NHRIs), wishing to attend any sessions of the Committees (Human Rights Committee (CCPR), Committee on Economic, Social and Cultural Rights (CESCR), Committee on the Elimination of Racial Discrimination (CERD), Committee on the Elimination of Discrimination against Women (CEDAW), Committee against Torture (CAT), Committee on the Rights of the Child (CRC), Committee on Migrant Workers (CMW), Committee on the Rights of Persons with Disabilities (CRPD), Committee on Enforced Disappearances (CED) ) are required to be duly registered.
Participants must submit the completed renewed Conference Registration Form (http://goo.gl/6zfhnx) to the attention of Ms. Adele Quist at email@example.com, with a copy to the secretariat of the relevant Committee (see section V.) typically no later than two weeks prior to the start of the session in question so that arrangements can be made for the issuance of the United Nations ground passes to enter United Nations premises. In the new form, persons with disabilities attending sessions can identify her or his accommodation needs, as explained in the guidance note (http://goo.gl/g6f6Gh).
NGOs wishing to register to attend sessions of the CEDAW and the CCPR must do so electronically through the United Nations Department of Economic and Social Affairs’ (DESA) CSO Net website (http://csonet.org/index.php?menu=88). Participants registering through the website will automatically receive a confirmation, which should be presented at the security entrance in order to enter the United Nations premises.
Although most sessions of the Committees take place at the Office of the High Commissioner for Human Rights in the Palais Wilson, some of the Committees, such as the CEDAW, hold their sessions in the Palais des Nations. In addition, some of the Committees which hold their sessions at the Palais Wilson may hold one or more of their meetings during a session at the Palais des Nations for capacity reasons. Please check the venue under the relevant session number of the webpage of the respective Committees.
III. Ground Pass
To receive the ground pass, all applicants are required to bring the signed original of the Conference Registration Form, a valid national passport or government issued photo ID, and appear in person at the security booth of Palais Wilson (52 rue des Pâquis, 1201 Geneva, Switzerland. Office hours are 9:00 to 18:00, Monday through Friday) or, as relevant, Palais des Nations (Pregny Gate, 8 - 14 Avenue de la Paix, 1211 Geneva 10, Switzerland; office hours are 8:00 to 17:00, Monday through Friday). Please note that applicants must bring their passports (or government issued photo ID) every time they wish to enter UN premises.
All participants are responsible for making their own arrangements relating to travel and accommodations as well as visas to enter Switzerland. OHCHR does not provide assistance in this regard and is not in a position to provide letters to the authorities of Switzerland for purposes of obtaining visas for observers.

Each Committee maintains a webpage for each session which contains relevant documentation, including the reports of States parties to be considered, the provisional agenda and programme of work, and other documents pertaining to the session, including detailed information on participation by NGOs and NHRIs.
