Non-governmental organizations and National human rights institutions
The UPR process ensures the participation of all relevant stakeholders, including non-governmental organizations (NGOs) and national human rights institutions (NHRIs). NGOs and NHRIs can submit information which can be added to the “other stakeholders” report which is considered during the review. Information they provide can be referred to by any of the States taking part in the interactive discussion during the review at the Working Group meeting. NGOs can attend the UPR Working Group sessions and can make statements at the regular session of the Human Rights Council when the outcome of the State reviews are considered. OHCHR has released "Technical guidelines for the submission of stakeholders”.

The United Nations Human Rights Council, through the Universal Periodic Review (UPR) mechanism, reviews on a periodic basis the fulfilment by each of the 192 UN Members States of their human rights obligations and commitments [Find out more in the Handbook for Civil Society].
Pursuant to General Assembly Resolution 60/251, the participation of NGOs in the Human Rights Council shall be based on the arrangements and practices observed by the Commission on Human Rights, including Economic and Social Council resolution 1996/31 of 25 July 1996.
According to Human Rights Council Resolution 5/1 “Other relevant stakeholders may attend the review in the working group (paragraph. 18 (c)), while not taking active part in the interactive dialogue.”
