Recent activities of the Special Rapporteur



2017

11 June – Expert meeting on the protection of sources and whistleblowers, Vienna, Austria – A meeting of 20 experts from all regions was convened to support the preparation of the next report of the Special Rapporteur to the UN General Assembly which will focus on the protection of sources and whistleblowers. The meeting was co-organized with the International Press Institute and counted on the support from the Austrian Ministry for European integration and Foreign Affairs.  

10 June –Human Dimension Committee at the Organization for Security and Cooperation in Europe (OSCE), Vienna, Austria – The Special Rapporteur presented his view on his mandate and his coming report on encryption and anonymity to the States participating to the Human Dimension Committee at the OSCE. He also used his visit to Vienna to meet with the Special Representative of the OSCE on freedom of the media and the International Press Institute.

The Special Rapporteur held key note address at Southwestern Law School Conference on Global Freedom of Information

21 October – Contemporary Challenges to Freedom of Expression, New York
The Special Rapporteur presented his official report to the UN General Assembly in New York.

12 September - Online Freedom of Expression,Sunnyvale, California
The Special Rapporteur held a presentation on online freedom of expression at a workshop organized by the UN Counter-Terrorism Committee.

20 July - Challenges to Freedom of Expression, London, United Kingdom
The Special Rapporteur held a presentation on the topic of challenges to freedom of expression in an event organized at Chatham House.

16 June - The private sector and freedom of expression in the digital age, Geneva, SwitzerlandThe Special Rapporteur’s presentation of his thematic report on the topic of the private sector and freedom of expression in the digital age” to the UN Human Rights Council followed by interactive dialogue with Member States.

16 June - Advancing the safety of journalists, Geneva, Switzerland
The Special Rapporteur participated in a side event on the safety of journalist, during the Human Rights Council.

15 June - Encryption and freedom of expression, Geneva, Switzerland –
The Special Rapporteur participated in a side event on encryption and freedom of expression, during the Human Rights Council.

14 June - The right to information: current challenges, Geneva, Switzerland
The Special Rapporteur participated in a side event on the current challenges to the right to information, during the Human Rights Council.

6 June - The protection of artistic expression, Budapest, Hungary –
The Special Rapporteur was panelist at a conference organized by Central European University on artistic freedom and public policy.

19 May  - Encryption and Counter-terrorism, The Hague, The Netherlands
The Special Rapporteur held presentation over the topic “Privacy in a Digital Age of Encryption and Anonymity Online”, at a conference organized by Europol on encryption and counter-terrorism.

28-30 March - RightsCon, San Francisco, California-
The Special Rapporteur participated in a series of panels during the conference.

29 February -The private sector and freedom of expression in a digital age, Geneva, Switzerland The Special Rapporteur convened and moderated an experts conference on the topic of his coming report to the Human Rights Council.

The Special Rapporteur participated in a panel in an event organized by the UN Counter-Terrorism Committee.

25 June- Encryption, Expression and the Threat of Terrorism, London, United Kingdom-
The Special Rapporteur participated in a panel in an event organized by Article19.

5 June - Istanbul Process meeting on religious expression and tolerance, Jeddah, Saudi Arabia - The Special Rapporteur presented a video message to the 5th Session of the Istanbul Process, “From Resolution to Realization – How to promote effective implementation of the Human Rights Council Resolution 16/18 hosted by the Organization of Islamic Cooperation.

3 - 5 June - Regional Consultation on Freedom of Expression, Opinion and Religion in Jakarta, Indonesia – The Special Rapporteur visited Jakarta to participate in this regional gathering organized by ICT Watch, Bytes for All, Forum Asia, Global Partners Digital, Association for Progressive Communications, Internet Democracy Project and Kontras. Besides participating to the consultation, the Special Rapporteur also gave a public lecture at the University of Indonesia.

27 May - Meeting of PEN International and ICORN, Amsterdam - The Special Rapporteur presented a video message on the occasion of the annual meeting of PEN and ICORN.

11 May - Meeting with Vietnamese Civil Society, Garden Grove, California - The Special Rapporteur made a presentation to Vietnamese civil society activists and participated in a televised program on freedom of expression issues in Vietnam.

5 - 6 May – World Press Freedom Day activities in Tunis, Tunisia – The Special Rapporteur visited Tunis where he participated to the opening of the conference World Press Freedom Day 2015 – Tunisia on 6 May. In the day before he also made a presentation on the World Press Freedom Day 2015: “Women, Media and Peace in Libya” on 5 May.

2-4 May: World Press Freedom Day, Riga, Latvia – The Special Rapporteur participated in World Press Freedom Day sponsored by UNESCO at the National Library in Riga. On the occasion, he co-launched the annual joint declaration on the protection of freedom of expression together with the Special Rapporteurs on freedom of expression from the African Union and the Inter American Commission of Human Rights and the OSCE Special Representative for the Freedom of the Media.

24 - 25 March - RightsCon Southeast Asia, Manila, Philippines – The Special Rapporteur participated in the RightsCon meeting in Manila where he made a presentation. In the same trip he gave a public lecture the University of the Philippines and met multiple NGO representatives. 

27 - 29 March - 2015 World Congress of the International Press Institute, Yangon, Myanmar – The Special Rapporteur traveled to Myanmar to participate in the World Congress of the International Press Institute where he spoke on media freedom through law and practice. In Yangon he also met representatives of civil society and the UN system. 

6 March – Side event at the 28th Human Rights Council, Geneva – The Special Rapporteur made the opening remarks at the side event “Defending Artistic Expression” organized during the 28th Session of the Human Rights Council in Geneva.

4 March – Meeting of the Governing Council of the Community of Democracies, Geneva – The Special Rapporteur made a presentation on key challenges for freedom of expression and his plans for the mandate in a meeting of the Governing Council of the Community of Democracies.

3 March - “CONNECTing the Dots: Options for Future Action”, UNESCO, Paris – The Special Rapporteur participated in this meeting on UNESCO’s study on Internet-related issues. His presentation focused on his mandate’s work on freedom of expression online. 

2 March – Expert meeting on encryption and anonymity, Geneva – In order to prepare his report to the Human Rights Council which in 2015 focuses on encryption and anonymity, the Special Rapporteur convened a one day meeting on the topic, gathering researchers and activists from all regions.

12 February, International Peace Institute, New York - The Special Rapporteur participated in a panel on the protection of press freedom organized by the Government of Norway and hosted by the International Peace Institute in New York.

16 January – Questionnaire on Encryption and anonymity – A questionnaire was sent to all Permanent Missions to the United Nations requesting information on national norms for encryption and anonymity. A similar request for information was posted online, to which over thirty organizations and individuals responded. The responses to these requests supported the research for the first annual report to the Human Rights Council of the Special Rapporteur.


2014

15 December - Stanford Meeting on Intermediary Liability, Stanford, California - The Special Rapporteur made a presentation at and participated in an academic meeting focused on intermediary liability of Information and Communication Technology corporations.

4-5 December - 16th EU-NGO Human Rights Forum, Brussels – The Special Rapporteur participated in the EU NGO Human Rights forum which focused on freedom of expression online and offline.

2-3 December – Expert consultation on emerging challenges for freedom of opinion and expression, London –In order to discuss the planning of his activities, the Special Rapporteur convened a meeting with experts on freedom of expression from all regions. The meeting was organized with the support of Article 19, which hosted the gathering.

7 November - Board Meeting of the Global Network Initiative (GNI), Palo Alto, California - The Special Rapporteur gave a presentation by telephone to the board meeting of GNI.

3-4 November – 3rd UN Inter-Agency Meeting on Safety of Journalists, Strasbourg - The Special Rapporteur participated in the UN Inter-Agency meeting on the Safety of Journalists on 4 November, the meeting focused on the issue of impunity. The day before, he also participated to a Seminar and Inter-regional Dialogue on the protection of journalists, organized by UNESCO and the Council of Europe and focusing on regional and global frameworks for the protection of journalists.

24 October - Civil Society Meetings, New York - The Special Rapporteur participated in meetings focused on freedom online, hosted by Human Rights Watch, and the protection of journalists, hosted by the Committee to Protect Journalists.

23 October – UN General Assembly, New York – The Special Rapporteur presented the report of his predecessor to the 69th UN General Assembly. In his presentation the expert also outlined his vision on emerging challenges for freedom of opinion expression and his main plans for the mandate. 

22 October - Freedom Online Coalition, New York - The Special Rapporteur gave an introductory presentation to a meeting of the Freedom Online Coalition, co-hosted by the permanent missions of Mongolia and Norway.

30 September - Civil Society Meeting, Geneva - The Special Rapporteur met with a group of civil society representatives who work on issues pertaining to his mandate.

29 September - 3 October - Annual Meeting of Special Procedures, Geneva - The Special Rapporteur participated in the annual meeting of special procedures.

5th August – Consultation with civil society, New York –The Jacob Blaustein Institute for the Advancement of Human Rights hosted a one day consultation with civil society representatives to discuss the work of the Special Rapporteur as he initiating the planning of his activities as mandate holder.
