Commission of Inquiry on the Syrian Arab Republic (A/HRC/RES/S-17/1)

The Human Rights Council, through Resolution A/HRC/RES/S-17/1 of the United Nations Human Rights Council (HRC), adopted on 2 3 August 2011, established an independent, international Commission of Inquiry �to investigate all alleged violations of international human rights law since March 2011 in the Syrian Arab Republic, to establish facts and circumstances that may amount to such violations and of the crimes perpetrated and, where possible, to identify those responsible with a view of ensuring that perpetrators of violations, including those that may constitute crimes against humanity, are held accountable.�

On 12 September 2011, the President of the Human Rights Council appointed three high-level experts as members of the Commission of Inquiry (hereafter: Commission). The three Experts are Ms. Yakin Erturk, Mr. Sergio Pinheiro, and Ms. Karin Abu Zeid. Mr. Pinheiro will serve as Chair of the Commission. The Secretariat of the Commission is supported by the Office of the High Commissioner for Human Rights (OHCHR).

The Commission wishes to invite all interested persons and organizations to submit relevant information and documentation that could assist in the implementation of the Commission's mandate.

Submissions should focus on events that occurred in the context of the crisis that has been unfolding since 15 March 2011.

The Commission would be grateful if submissions are presented as concisely as possible. The Commission will accept submissions in Arabic, English or French.

Unless otherwise indicated by the author, the Commission will assume that submissions can be made public. Please indicate whether you wish parts of or whole submission to be treated as confidential.
