Announcement of General Discussion on the Draft Revised General Comment on the implementation of article 3 of the Convention in the context of article 22

The Committee against Torture will hold a General Discussion (GD) on the draft revised general comment “on the implementation of article 3 of the Convention in the context of article 22 ”.
Discussion days provide opportunities for consultation on draft general comments, or their revisions, being developed by the Committee, which aim to contribute to the full implementation of the Convention.

How to make written contributions
The Committee welcomes written contributions on the draft revised general comment, as follows:
- Of five pages or less
- In Microsoft Word format
- In one of the working languages of the Committee (English, French, Spanish)
- Via email to the CAT Secretariat at

- Prior to Friday, 31 March 2017.

Note Verbale), United Nations specialized agencies and bodies, human rights mechanisms, national human rights institutions, civil society organizations, academic institutions and other organisations, as well as individuals to participate in the General Discussion.

The General Discussion will be webcasted
During the half-day general discussion, time will be allocated for oral statements, based on the number of speakers inscribed on the list. Representatives of States parties to the CAT Convention, United Nations entities and specialized agencies, non-governmental organizations and other interested organizations wishing to make a statement on a draft Revised General Comment No. 1 should indicate their intention to do so, and preferably send their statement electronically in Word format, by e-mail to the CAT Secretariat at
firstname.lastname@example.org (with the subject line of the email as “Inscription for Oral intervention” ) by
14 April 2017,
at the latest. Statements must not exceed 3 minutes. Although the Committee will try to accommodate all requests to make an oral intervention, it cannot guarantee that all speakers will be able to do so, given the time constraints and the pending number of such requests. The Committee also reserves the right to organize the list of speakers.
