Draft General Comment on Article 6 of the International Covenant on Civil and Political Rights – Right to life.

In July 2017, during its 120th session, the Human Rights Committee finalised its first reading of draft General Comment on article 6 of the Covenant and invites all interested stakeholders to comment on the Committee’s Draft (see below).

The Committee had commenced the process of drafting the General Comment with a half day of general discussion during the 114th session, on 14 July 2015. The event was focused on the views of National Human Rights Institutions (NHRIs), Non-Governmental Organisations (NGOs), academia and submissions provided for the purposes of that discussion can be found at the following link. During its 115th session, the Committee commenced its first reading of the draft and completed its review at the 120th session.

All stakeholders, including Member States, other UN and regional human rights mechanisms, UN organisations or specialised agencies, National Human Rights Institution, Non-Governmental Organisations (NGOs), research institutions, and academics are invited to provide their comments in writing to

Submissions should:

  • be submitted in one of the official working languages of the Committee - in English, French or Spanish and;
  • be submitted in WORD format;
  • submissions will be posted on this webpage and it is not necessary to provide hard copies
  • submissions will not be translated


Comments must be submitted by 6 October 2017. To facilitate the work of the Committee, this deadline will be strictly applied.
