2nd Meeting of States parties (New York, 28 May 2013) - Election of Members
General Information
The Committee on Enforced Disappearances is composed of 10 independent experts, who are persons of high moral character and recognized competence in the field of human rights, who shall serve in their personal capacity and be independent and impartial (article 26, ICPPED).
Members are elected for a term of four years by States parties from among their nationals, consideration being given to equitable geographical distribution, relevant legal experience and balanced gender representation. Members serve in their personal capacity and not as representatives of the States parties which present their candidature. They may be re-elected once if re-nominated.
States parties are informed that the regular scheduled elections to replace those 5 members of the Committee whose terms expire on 30 June 2013 will be held at a States parties meeting scheduled to take place in New York (NLB Conference Room 6) on 28 May 2013 at 10 am.
Quorum
Pursuant to article 26, paragraph 2 of the International Convention for the Protection of All Persons from Enforced Disappearance, the necessary quorum for the meeting is two-thirds of the 36 States parties to the Convention, that is 24 States parties. To avoid the meeting being substantially delayed or postponed, representatives of States parties should be present at the scheduled time of the meeting.
Credentials
In accordance with Rule 2 of the Revised Rules of Procedures of the Meeting of the States Parties to the International Convention for the Protection of All Persons from Enforced Disappearance, the original letters of credentials of representatives and the names of members of a delegation signed by the Head of State or Government or by the Minister for Foreign Affairs should be submitted to the Secretary-General no later than one week prior to the Meeting. The credentials may be sent in advance to the Office of the High Commissioner for Human Rights in New York, 13th Floor, Secretariat Building (c/o Ms. Sheilah Trotta, S-1308).
2nd Meeting of States parties
States parties to the Convention were invited to nominate their candidates by Thursday, 14 February 2013. Nominations should be sent to the Secretariat at the following email address: ced@ohchr.org.
