COMMITTEE ON THE RIGHTS OF THE CHILD
Submissions on concept of GC digital environment
The Committee on the Rights of the Child is drafting a General Comment on children’s rights in relation to the digital environment.
In March 2019, the Committee invited all interested parties to comment on the concept note of the General Comment. The Committee appreciates the 136 submissions it received from States, regional organisations, United Nations agencies, national human rights institutions and Children’s Commissioners, children’s and adolescent groups, civil society organisations, academics, the private sector, and other entities and individuals.
The Committee will take into account all submissions when deciding on the content of the draft General Comment. All submissions are published below.

Call for submissions
The Committee on the Rights of the Child will draft a General Comment on children’s rights in relation to the digital environment.
The Committee invites all interested parties to comment on the concept note of the General Comment. Submissions are welcome on all aspects of the concept note for the General Comment, with a particular focus on the following:
- The purpose and scope of the General Comment;
- The structure of the General Comment;
- General measures of implementation by State parties needed to realise children’s rights in relation to the digital environment;
- Views on the issues and questions raised in the concept note; and
- Suggestions for new issues for inclusion in the General Comment.
In particular, the Committee welcomes relevant research evidence; knowledge of the sector; findings from consultations with children; examples of laws, policies or programmes; or evidence of good practice that would contribute to the drafting process.
All submissions:
- Should be submitted in one of the official languages of the Committee - English, French or Spanish;
- Should be in one concise document focusing explicitly on the implications of the digital environment for the realization of children’s rights and must not exceed 6 pages;
- Should include a short statement introducing the submitting organization or individual;
- Should be submitted electronically in WORD format to the following email address: crc@ohchr.org;
- Shall not be translated; and
- Shall be posted on the Committee’s webpage devoted to this draft General Comment.
The deadline for submissions is 15 May 2019. No submissions received after this deadline will be considered or posted on the webpage.
In parallel, consultations with children in diverse contexts across multiple countries, as well as with experts from relevant fields, will be undertaken to ensure that their perspectives are fully reflected in the General Comment. After due consideration of all inputs provided, the Committee will prepare a first draft of the General Comment for additional consultation with relevant stakeholders.

Appel à commentaires : Projet de l’Observation générale sur les droits de l’enfant en relation avec l’environnement numérique
Le Comité des droits de l’enfant rédigera une observation générale sur les droits de l’enfant en relation avec l’environnement numérique.
Le Comité invite toutes les parties intéressées à faire part de leurs commentaires sur la note succincte de l’observation générale. Les contributions sont les bienvenues sur tous les aspects de la note de concept pour l'observation générale, avec un accent particulier sur les points suivants:
- Le but et la portée de l'observation générale ;
- La structure de l'observation générale ;
- Des mesures générales de mise en œuvre par les États parties nécessaires à la réalisation des droits de l’enfant dans l’environnement numérique ;
- Des points de vue sur les questions et problèmes soulevés dans la note conceptuelle ;
- Suggestions pour de nouvelles questions à inclure dans l'observation générale.
Le Comité se félicite en particulier des résultats de recherche pertinents; connaissance du secteur; les conclusions des consultations avec les enfants; exemples de lois, politiques ou programmes; ou une preuve de bonne pratique qui contribuerait au processus de rédaction.
Tous les commentaires:
- Doivent être soumis dans l’une des langues de travail du Comité : anglais, français ou espagnol ;

Convocatoria para la entrega de comentarios
El Comité de los Derechos del Niño redactará una observación general sobre los derechos del niño en relación con el entorno digital.
El Comité invita a todas las partes interesadas a formular observaciones sobre la nota conceptual de la observación general. Las presentaciones son bienvenidas en todos los aspectos de la nota conceptual para la Observación General, con un enfoque particular en lo siguiente:
- El propósito y el alcance de la Observación General;
- La estructura de la Observación General;
- Se necesitan medidas generales de aplicación por parte de los Estados Parte para hacer realidad los derechos del niño en relación con el entorno digital;
- Opiniones sobre las cuestiones y preguntas planteadas en la nota conceptual; y
- Sugerencias de nuevos temas para su inclusión en la Observación general.
En particular, el Comité acoge con agrado los datos pertinentes de las investigaciones; el conocimiento del sector; las conclusiones de las consultas con los niños; los ejemplos de leyes, políticas o programas; o las pruebas de buenas prácticas que puedan contribuir al proceso de redacción.
Todos los comentarios:
- Deben presentarse en uno de los idiomas de trabajo del Comité – inglés, francés o español;
- Deben estar en un documento conciso que se centre explícitamente en las implicaciones del entorno digital para la realización de los derechos del niño y
no debe exceder de 6 páginas;
- Debe incluir una breve declaración en la que se presente a la organización o persona que presenta la propuesta.

Paralelamente, se celebrarán consultas con niños y niñas de diversos contextos en diversos países, así como con expertos de las esferas pertinentes, a fin de garantizar que sus perspectivas se reflejen plenamente en la observación general. Después de examinar debidamente todas las aportaciones, el Comité preparará un primer borrador de la observación general para celebrar consultas adicionales con las partes interesadas pertinentes.
