2022 Call for Applications to the Special Fund of the Optional Protocol to the UN Convention against Torture

A. CALL FOR APPLICATIONS

! FOCUS: The establishment or effective functioning of national preventive mechanisms (NPMs)

In 2022, the OPCAT Special Fund will accept project applications aimed at implementing recommendations made by the Sub-Committee on Prevention of Torture after a visit to a State party, provided these recommendations are contained in a report that has been made public in accordance with article 16(2) of OPCAT. The proposed projects should aim to contribute to the implementation of country-specific recommendations on the establishment or effective functioning of national preventive mechanisms.

In addition, national preventive mechanisms of all the States parties to the Optional Protocol may seek financial support for their educational programmes by applying to the Special Fund for a grant, regardless of whether the SPT has undertaken a visit or whether, following a visit of the SPT, a visit report has been published.

The maximum amount of a grant is US$ 30,000. The application should reach the OPCAT Fund Secretariat before 1 March 2022. More information...

B. HOW TO APPLY

All applicants are requested to agree with the Guidelines for the Applicants and the Grantees and confirm their adherence to them by signing the Application Form. All applicants are requested to submit duly filled and signed Application Form and other documents as per the below list to the OPCAT Special Fund Secretariat (ohchr-opcatfund@un.org) before 1 March 2022.

Upon receipt of the grant, grantees are requested to fill in and sign the receipt form, and return it to the OPCAT Special Fund Secretariat (ohchr-opcatfund@un.org)

C. HOW TO REPORT

All grantees shall provide a narrative and financial report on the use of the grant by 1 March of the year following the year of project implementation.

All first time grantees must be audited by a certified external auditor. Other grantees may be randomly selected for the audit on the use of the grant.
