2016 Call for Applications to the Special Fund of the Optional Protocol to the UN Convention against Torture

The OPCAT Special Fund will accept project applications aimed at implementing recommendations made by the Sub-Committee on prevention of Torture (SPT) after a visit to a State party, provided these recommendations are contained in a report that has been made public in accordance with article 16(2) of OPCAT.

Appel à candidature 2016 - Fonds spécial OPCAT

Le Fonds spécial OPCAT acceptera les demandes de subvention visant à mettre en œuvre les recommandations formulées par le Sous-comité pour la Prévention de la torture et autres peines ou traitements cruels, inhumains ou dégradants (SPT)  après une visite de l’État partie, dans la mesure où ces recommandations sont contenues dans un rapport rendu public conformément à l’article 16(2) du Protocole facultatif se rapportant à la Convention contre la torture et autres peines ou traitements cruels, inhumains ou dégradants (OPCAT).

Convocatoria 2016 - Fondo Especial OPCAT

El Fondo Especial del OPCAT aceptará solicitudes de proyectos que tengan como objetivo la implementación de las recomendaciones formuladas por el Subcomité para la Prevención de la Tortura (SPT) después de una visita a un Estado Parte, bajo la condición de que las recomendaciones estén contenidas en un informe que se haya hecho público, de conformidad con el artículo 16 (2) del OPCAT.

The 2016 Call for Applications is open for projects to be implemented in the following countries:

a) State parties having published reports addressed to them following an SPT visit

  • Argentina
  • Armenia
  • Benin
  • Brazil
  • Gabon
  • Germany
  • Honduras
  • Kyrgyzstan
  • Maldives
  • Mali
  • Mexico
  • New Zealand
  • Paraguay
  • Republic of Moldova
  • Sweden

b) NPMs having published reports addressed to them following an SPT visit

  • Germany
  • Honduras
  • Republic of Moldova
  • Senegal

Applications may be submitted by:

  • States parties, which have agreed to the publication of an official SPT report addressed to them arising out of a visit conducted by the SPT in the context of its official visiting programme , and NPMs of these States parties;
  • NPMs which have agreed to the publication of an official SPT report addressed to them arising out of a visit conducted by the SPT in the context of its official visiting programme;
  • National Human Rights Institutions (NHRIs) that are compliant with the Paris Principles proposing projects to be implemented in cooperation with the entity responsible for implementing the recommendations made by the SPT in a published visit report.
  • Non-governmental organizations proposing projects to be implemented in cooperation with the entity responsible for implementing the recommendations made by the SPT in a published visit report.

The proposed projects should aim to:

  • contribute to the implementation of country-specific thematic priorities identified in the context of the yearly call for applications, in consultation with the SPT;
  • address specific recommendations contained in the relevant SPT visit report.

Applicants are encouraged to submit sustainable projects that have a multiplier effect, a potential for replication or lay foundations for change.

Applications should demonstrate a coherent set of activities with defined operational objectives and expected accomplishments with the view to:

  • strengthen compliance of national legislation, policies, programmes and institutions with international human rights norms and standards relating to the deprivation of liberty and the prohibition and prevention of torture and ill-treatment;
  • contribute to the establishment and consolidation of protection systems and accountability mechanisms in compliance with international human rights norms and standards to monitor, investigate and redress acts of torture and ill-treatment and violations of the rights of persons deprived of their liberty.
