Background and objectives

Twice a year, the Special Rapporteur on the rights of persons with disabilities issues calls for inputs to inform her thematic studies to be presented at the Human Rights Council in its March session and at the General Assembly in October.

Pursuant to Human Rights Council Resolution 44/10, the Special Rapporteur on the rights of person with disabilities has begun the preparation of his next thematic report to the 76th session of the General Assembly to be presented in October 2021, which will focus on the rights of persons with disabilities in the context of armed conflict.

In his report, the Special Rapporteur intends to undertake innovative research related to the protection of persons with disabilities in the context of armed conflict. He will examine the current application of the specific obligations enumerated in Article 11 of the United Nations Convention on the Rights of Persons with Disabilities (CRPD) and in Security Council Resolution 2475 (2019) to ensure the protection and safety of persons with disabilities in the context of armed conflict.

The report will also seek to present good practices, emerging trends, existing challenges, and identified gaps in the interpretation, operationalization and engagement of the above obligations.

The Special Rapporteur hopes to further align the disability rights perspective with international humanitarian law, by providing effective guidance on how to ensure persons with disabilities and their rights are respected on an equal basis with other civilians. 

Questionnaires and types of input sought

In order to inform the preparation of her report, the Special Rapporteur would like to seek contributions from States, National Human Rights Institutions, civil society organizations, United Nations agencies, academia, international and regional organizations, corporate entities, individuals, by answering the following questionnaire, or by sending inputs directly.

The questionnaires focus on policy (A: for States), operationalization (B: for military authorities) and collective voice in the process (C: for civil society).

The questionnaires are available in English, Français and Español and inputs are sought in any of those three languages.
