Report on the rights of persons with disabilities in the context of armed conflict

Twice a year, the Special Rapporteur on the rights of persons with disabilities issues calls for inputs to inform her thematic studies to be presented at the Human Rights Council in its March session and at the General Assembly in October.
The thematic study on
the rights of persons with disabilities in the context of armed conflict assesses the protection of persons with disabilities in the context of armed conflict, and examines the current application of the specific obligations enumerated in
Article 11 of the United Nations Convention on the Rights of Persons with Disabilities (CRPD) and in
Security Council Resolution 2475 (2019) to ensure the protection and safety of persons with disabilities in the context of armed conflict. The Special Rapporteur hopes to further align the disability rights perspective with international humanitarian law, by providing effective guidance on how to ensure persons with disabilities and their rights are respected on an equal basis with other civilians. ). The report will also seek to present good practices, emerging trends, existing challenges, and identified gaps in the interpretation, operationalization and engagement of the above obligations.
The report is based on literature review, the inputs received via questionnaire and the outcomes of an expert consultation (see below).
On 4 June 2021, the Special Rapporteur on the rights of persons with disabilities hosted a virtual Expert Group Meeting on armed conflict and disability.
The meeting was attended by experts on international humanitarian law, humanitarian action, and/or the rights of persons with disabilities including States, civil society organizations, organizations of persons with disabilities, UN entities, military institutions, and academics. The findings of the meeting informed the Special Rapporteur's report.
Call for inputs
A call for inputs and a questionnaire were issued to inform the preparation of the report. The questionnaires focused on policy (A: for States), operationalization (B: for military authorities) and collective voice in the process (C: for civil society).
