Call for submissions on Non-State Actors and Extra-judicial, Summary or Arbitrary Killing: Normative framework and specific case studies

Violent non-State actors, responsible for a vast number of unlawful deaths around the world, constitute a complex issue and challenge for the mandate of the Special Rapporteur on extra-judicial, summary or arbitrary executions. Over the course of the next two years, the Special Rapporteur will seek to explore these challenges from a standard-setting, accountability and prevention standpoint, to identify good practices and key learning, and to help develop strategies that address non-State actor killings amounting to extrajudicial, summary or arbitrary killings.

In this context, the Special Rapporteur will welcome all relevant submissions that Member States, UN Agencies, civil society and academia may wish to transmit for the purpose of elaborating on the normative and legal framework for situations involving the direct human rights responsibilities of non-State actors, alongside that of State actors, for violations of the right to life.
