High Commissioner's 2012 ECOSOC Report (E/2012/51)

General Assembly resolution 48/141 requests the High Commissioner to submit an annual report to the UN Economic and Social Council. The annual ECOSOC report is traditionally devoted to new developments in human rights issues related to the ECOSOC areas of competence. The 2012 focuses on the human rights situation of older persons, including an analysis of existing international instruments and gaps in the protection regime. Older persons represent a large and growing segment of the population and they face particular and urgent human rights challenges. As the report argues, these challenges relate equally to civil, cultural, economic, political and social rights.

Secretary-General report (A/66/173)

The Secretary- General report pursuant to General Assembly resolution 65/182 entitled “Follow-up to Second World Assembly on Ageing” will be considered at the 66th General Assembly, to start in September 2011. In its paragraph 31, the General Assembly requested the Secretary-General to prepare a report on the implementation of this resolution including on the situation of the rights of older person in all regions of the world. On 3 February 2011 the Office of the High Commissioner for Human Rights sent a note verbale to States, relevant bodies and organizations of the United Nations system, as well as intergovernmental, non-governmental organizations and national human rights institutions to inform them about the content of the report. The note verbale included a questionnaire of nine points soliciting observations and information on existing legislation, policies and programmes related to various human rights issues related to older persons. Over 75 written contributions were received, including over 40 from member States. All contributions, including those received after the deadline and submission of the report, are posted on this web site.

Panel on the right to health of older persons, September 2011

Human Rights Council requested the Special Rapporteur on the right of everyone to the enjoyment of the highest attainable standard of physical and mental health, Mr. Anad Grover to prepare “a thematic study on the realization of the right to health of older persons, including the main existing challenges and best practices”  and decides to address that study at a panel discussion organized during the eighteen session of the Human Rights Council on 16th of September. The opening and presentation was followed by discussion focused on increasing challenges that older persons face and on an opportunity to identify good practices and possible measures.
