In the report, the Special Rapporteur assesses the status of implementation of the recommendations contained in the country visit reports and considers related developments that have taken place since the visit. Each country follow-up study is comprised of a narrative part assessing the developments in the country’s transitional justice agenda since the country visit, and a table assessing the status of implementation of the recommendations.

The Special Rapporteur undertook this exercise, coupled with another follow-up report on country visits to Tunisia, Uruguay and Spain (A/HRC/48/60/Add.1), in view of the restrictions imposed on travelling in the context of the COVID-19 pandemic, which did not allow for the conduct of country assessments through fact-finding visits. 

The study is intended as a useful reference for States, civil society and other key stakeholders regarding the progress made and the areas which require further development.

To gather input for this report, in November and December 2020, the Special Rapporteur sent questionnaires to the States concerned, as well as other relevant actors, including United Nations agencies, funds and programmes and national and international human rights organizations. The Special Rapporteur also issued an open call for submissions, requesting input from civil society and other interested actors.
