The Special Fund is managed by the United Nations Office of the High Commissioner for Human Rights, in conformity with the United Nations Financial Rules and Regulations and the relevant policies and procedures declared by the Secretary-General.
The OPCAT Special Fund Working Group of the Subcommittee on Prevention of Torture, representing the SPT (hereinafter “SPT Working Group”), advises the High Commissioner for Human Rights through the Grants Committee on the administration of the Fund.
