Purpose: To prepare a practical information note compiling best practices on social protection with regard to human rights and a panel discussion the challenges and good practices to strengthen the fulfilment of the right to social security and for building, financing and implementing public policies and quality public services as key tools for the realization of economic, social and cultural rights.
Background and Objectives

The Human Rights Council resolution 52/11 on the question of the realization in all countries of economic, social and cultural rights requests the Office of the United Nations High Commissioner for Human Rights to prepare a practical information note compiling best practices on social protection with regard to human rights, that builds on existing initiatives carried out by the Office’s field presences, including in coordination with United Nations country teams and in partnership with the International Labour Organization. The Office is also requested to convene, at its fifty-fifth session, a panel discussion on the challenges and good practices to strengthen the fulfilment of the right to social security and for building, financing and implementing public policies and quality public services as key tools for the realization of economic, social and cultural rights.

The Office of the United Nations High Commissioner for Human Rights welcomes any relevant information with regard to the preparation of the practical information note and the panel discussion.

Key questions and types of input/comments sought
  1. Please share a concrete example of measures – legislative, policy, financial, institutional or programme measures – taken so far, which your Government can showcase, to realize the right to social security in collaboration with OHCHR and/or other UN agencies, including UNCT and ILO. Please include information as regards:
    1. The context in which the measure was taken (country context, national social security system, etc.).
    2. A brief overview of the measure.
    3. How it was financed.
    4. Involvement of any relevant stakeholders in in designing and implementing the measure and their respective roles.
    5. The outcomes and impacts of the measure.
    6. Any challenges faced in implementing the measure and the lessons learned.
    7. Suggestions for technical assistance and cooperation that the OHCHR and/or other UN entities (including UN Country Team, ILO, etc.) can support your Government to meet its obligations to realize the right to social security.
  2. Please share a concrete example that your Government has formulated, financed, and implemented public policies to provide quality public services that are essential to realizing economic, social and cultural rights, including the right to social security. Please include information as regards:
    1. A brief overview of the policy.
    2. The process of formulating the policy and the efforts your Government has made to involve the affected individuals and groups in the process and any challenges faced in doing so.
    3. How the policy has been financed and any challenges faced in financing the policy and how they have dealt with.
    4. The outcome and impact of the policy.
    5. Involvement of any relevant stakeholders in in formulating, financing and implementing the policy and their respective roles.
    6. What are the lessons learned? What would you advise if other countries are considering a similar policy?
    7. Suggestions for technical assistance and cooperation that the OHCHR and/or other UN entities (including UN Country Team, ILO, etc.) can support your Government to provide quality public services.
