The United Nations Office of the High Commissioner for Human Rights (OHCHR) has been present in Guinea-Bissau since 1999 when UNOGBIS was established. The Senior Human Rights Adviser was deployed in August 2021 following the exit of the UN mission in December 2020. The SHRA’s mandate focuses on strengthening the capacity of the United Nations Country Team in Guinea-Bissau to integrate human rights in their programs and policies and on assisting national actors to comply with human rights obligations under international law. The Universal Periodic Review (UPR) is a unique process which involves a review of the human rights records of all UN Member States. The UPR is a State-driven process, under the auspices of the Human Rights Council, which provides the opportunity for each State to declare what actions they have taken to improve the human rights situations in their countries and to fulfil their human rights obligations.
