Summary

In the present report, the Independent Expert on the enjoyment of human rights by persons with albinism presents her findings on her official visit to Panama, which she conducted from 28 August to 7 September 2023. The report contains an overview of the human rights challenges experienced by persons with albinism, who, in Panama, are predominantly found within the Guna Indigenous communities. The challenges include obstacles to the full realization of the right to health, including as persons with disabilities, the right to education, the right to employment and the right to be free from discrimination. Underpinning all those rights and their interconnected nature is the right to life. The Independent Expert provides recommendations to address the aforementioned challenges.
