Summary

The present report is submitted in accordance with Human Rights Council resolution 52/11, in which the Council requested the Secretary-General to submit a report on the question of the realization in all countries of economic, social and cultural rights, with a special focus on challenges and good practices to strengthen the fulfilment of the right to social security. In the present report, the Secretary-General outlines the main challenges to the realization of the right to social security and presents the key elements of social security systems anchored in human rights.
