Photo of Peter Kooijmans, former Special Rapporteur on torture (1985-1993)Pieter (Peter) Hendrik Kooijmans (Netherlands, 1933 - 2013) was appointed as the first Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment from 1985 to 1993.

He is a politician, legal scholar, and diplomat. He was a professor of Public International Law and European Law, at the Free University in Amsterdam, from 1964 to 1973. Consequently, he served as a lecturer at the Hague Academy of International Law, and then as a Professor of Public International Law at the University of Leiden.

He was appointed as Foreign Minister of the Netherlands, from 1993 to 1994.

He was appointed as a judge at the International Court of Justice from 1997 to 2006, and was granted the honorary title of Minister of State in 2007.
