普遍定期审议

普遍定期审议(UPR)是人权理事会的一个独特机制,要求每个联合国会员国每4.5年就其人权纪录接受一次同行审议。普遍定期审议使每个国家都有机会定期:

  • 报告为改善本国人权状况和克服在享受人权方面的挑战而采取的行动;以及
  • 接受联合国会员国在多利益攸关方意见和会前报告基础上提出的建议,以不断改进工作。

2006年3月,普遍定期审议根据联合国大会第60/251号决议成立,旨在推动、支持和扩大各国对人权的促进和保护。

自2008年第一轮定期审议以来,所有193个联合国会员国已接受了三次审议。第四轮审议于2022年11月在普遍定期审议工作组第四十一届会议期间启动。

Latest available facts and figures on the engagement of Member States and Stakeholders with UPR (pdf)

In the fourth cycle, the UPR continues to maintain a record 100% participation of States under review.

Since the 1st cycle, the number of recommendations received by States under review has increased by 287%.

The acceptance rate of recommendations by States under review was 76% at the end of the 3rd cycle. 

The total number of submissions by other relevant stakeholders, including National Human Rights Institutions, UN entities, Regional Organisations, and Civil Society and other Organisations has increased by 58%.

Annual Panel Discussion on Technical Cooperation at HRC 56

On 9 July 2024, the annual thematic panel discussion on technical cooperation and capacity-building during Human Rights Council session 56, pursuant to Council resolution 54/28 from October 2023. The panel was opened by Director CTMD on behalf of Deputy High Commissioner, and included three panellists: the Ambassador of Norway, UN Women representative in Geneva and the Director of NGO UPR Info. 29 States (including various regional groups) and 8 civil society organizations took the floor during the interactive dialogue, focusing primarily on strengthening technical cooperation and capacity building in the context of the UPR mechanism, as well as the need for sustainable funding and support to the UPR Voluntary Funds.

Summary of the high-level panel discussion on the UPR Funds

The report on the High-level panel discussion on the achievements, good practices and lessons learned by the two UPR voluntary funds, submitted to the 53rd session of the Human Rights Council, takes stock of the impact of the Funds on the UPR mechanism during the 3rd UPR cycle.

The report summarizes the high-level panel discussion held at the Human Rights Council on 1 March 2023, featuring the UN Deputy Secretary-General and the Deputy High Commissioner for Human Rights and representatives from OECD, UPR Info, Member States, United Nations entities and civil society representatives.

2023 annual reports of UPR Voluntary Funds

The report on the Voluntary Fund for Participation to the Human Rights Council outlines 2023 activities supported by the Fund to facilitate  the participation in the UPR process, especially of Least Developed Countries (LDCs) and Small Island Developing States (SIDS).

In 2024, the Fund funded the travel to Geneva of 14 State delegates of States under Review (2 women and 12 men), including twelve delegates from LDCs and SIDS, to participate in the UPR Working Group review of their country (UPR WGs 45, 46 and 47).

Since its inception, the Voluntary Fund has facilitated the participation of delegates from 119 States.

The 2024 annual report of the Voluntary Fund will be presented to the Human Rights Council during its 59th  session, under agenda item 6.

The report on the Voluntary Fund for Implementation to the Human Rights Council outlines 2023 projects supported in several countries in priority areas, including implementing UPR recommendations, establishing or strengthening national implementation, reporting and follow-up mechanisms, and building the capacity of stakeholders such as parliaments and UN country teams to engage with the UPR.

In 2024, the Fund provided technical and funding support for the implementation of UPR recommendations, leading to tangible improvements in the human rights situation in countries across continents – in  particular, Barbados, Bosnia & Herzegovina, Burkina Faso, Cameroon, Eswaitini, Gabon, Guinea Bissau, Haiti, Lao PDR, Lesotho, Peru, South Sudan, Suriname, Tanzania, Egypt, Rwanda and the Republic of Congo.

The 2024 annual report of the Voluntary Fund will be presented to the Human Rights Council during its 59th session, under agenda item 6.

2024 report on technical cooperation and capacity-building (A/HRC/56/72)

OHCHR report on Enhancing coordination for technical cooperation and capacity-building in the field of human rights to implement universal periodic review recommendations for the 56th session of the Human Rights Council session has been now published. The report, submitted pursuant to HRC resolution 54/28, focuses on technical cooperation and capacity-building in the field of human rights, to enhance the implementation of UPR recommendations. The report also serves as a basis for the discussion for the annual thematic panel discussion on technical cooperation and capacity-building in the field of human rights, scheduled for 9 July 2024.

普遍定期审议自愿基金2022年年度报告已发布

两个普遍定期审议自愿基金的2022年度报告将在人权理事会第五十三届会议议程项目6下提交给人权理事会。

参与普遍定期审议自愿基金概述了该基金为促进各国(特别是最不发达国家和小岛屿发展中国家)参与普遍定期审议进程而开展的活动。

2022 年,该基金为 19 名国家代表(其中 5 名来自最不发达国家,4 名来自小岛 屿发展中国家)前往日内瓦参加普遍定期审议工作组审议其国家的会议和/或人权理事会届通过对其国家审议结果的会议支付了差旅费用。
